Our Alternative Learning Provision

Rebel Impact is a Swindon Borough Council-approved provider for Alternative Learning. We offer therapeutic, personalised education for children and young people in Swindon with a range of complex needs who are unable to attend school full-time. 

We keep the best interests of the learner at the heart of all our decision-making. Our Alternative Learning Provision aims to remove barriers to education, empowering learners to transition smoothly back into small-group settings and, ultimately, reintegrate into mainstream or special schools, colleges, vocational training, or employment.

 

Our model recognises that lasting success depends on a blend of specialised support tailored to each learner’s unique needs, motivation through meaningful challenges that inspire them to exceed expectations, and strong partnerships with families to build a robust support network around each learner.

Learners join our programme at different points using a step-down approach, progressing at their own pace as they reconnect with education. This graduated approach, aligned with our Scaffolding Principle, gradually reduces the support and resources required, helping each learner develop greater independence.

Grounded in a nurture-based ethos and a deep commitment to youth participation, we provide a safe, supportive environment where young people feel seen, respected, and empowered to thrive.

 

We recognise the unique talents of each individual and work therapeutically to ensure their social, emotional, and safety needs are met - laying the vital foundation for cognitive growth and meaningful learning.

 

Through creative arts, digital technologies, youth-led action, and personalised tuition, we harness creativity as a powerful tool for self-regulation, engagement, and belonging—helping every learner reconnect with their potential and take pride in their personal journey toward resilience and achievement.

IMPACT HUB ALTERNATIVE PROVISION  

📍 Location

Ages 14 – 25 years:
Focal Point, 27-35 Fleet Street, Swindon, SN1 1RQ

 

Primary age and 11 - 13 years: St. Saviour's Church (The Hall Next Door), Ashford Rd, Old Town, Swindon SN1 3PY

One-to-One Support:
Outreach provision delivered within the community, including libraries, community centres, and meeting rooms.

💬 Therapeutic Support and Creative Wellbeing

Emotional literacy, self-regulation strategies, therapeutic art and digital creation, mindset and aspirations coaching.

💡 Enterprise & Social Action Projects

Youth-led campaigns, real-world problem solving, community initiatives, hands-on roles in research, digital design, marketing, storytelling, fundraising, and event planning.

🗣️ Youth Voice & Teamwork:  Team-building, co-creation on issues that matter, leadership development, advocacy, communication skills, confidence building.

🤝  Personal Development, RSHE & Skills for Life:  Relationships, Sex and Health education, safeguarding topics, British values, Spiritual, Moral, Social, and Cultural (SMSC) education, life skills, CV writing, portfolio building, future planning, supporting transitions.

📜 Accredited qualifications for ages 14+ in Developing Resilience, Personal Development and Employability, and Exploring Enterprise.

 

✏️ 1:1 tuition in Maths, English, Science, and ICT — covering core subjects for ages 5–13 and Functional Skills — with the option to offer joint delivery for Key Stages 4 and 5 in partnership with Academy 21 (preferred provider).

ONE TO ONE

We offer personalised 1:1 outreach support for younger students or those not yet ready to access group learning. These sessions typically take place in safe, welcoming community settings and are tailored to each learner’s needs. Our team can also support reintegration plans into mainstream schools or specialist provision, working closely with families and professionals.

Personalised Learning

We use the AQA Unit Award Scheme (UAS) to tailor learning to each student’s interests and abilities, especially supporting those with SEND in an inclusive environment.

  1. Aligned to Core Subjects: We map UAS units to GCSE and Functional Skills core subjects, adapting them to spark individual enthusiasm.

  2. Personalised Learning: Units are customised to connect with students’ interests, building on prior knowledge and allowing progress at their own pace.

  3. Achievement Recognition: Students earn professional certificates for completed units, boosting motivation, confidence, and self-esteem.

  4. Practical Skills & Online Support: Hands-on learning develops real-world skills, while online learning technology helps assess progress and identify knowledge gaps in English and Maths, enabling targeted support.

 

This approach empowers students to own their learning, building confidence and skills for success.

INDIVIDUAL LEARNING PLAN

We are currently seeking interest to develop our Fresh Start Project in partnership with key schools, creating a supportive and collaborative model to help students transition back into registered education where appropriate.

ONGOING REVIEWS

Our review process follows the Plan-Do-Check-Act cycle, underpinned by a strong commitment to prioritise each individual’s best interests. After an initial review at one month, placement evaluations are conducted every three to six months. These reviews assess the student’s progress and identify opportunities to ‘step down’ support. The frequency of reviews is set by school partners during the referral process.

 

We use a combination of professional assessments and tools to inform our reviews, including the Strengths and Difficulties Questionnaire, the Boxall Profile (developed by Nurture UK), and our own Learning Platform Assessments.

Our Alternative Provision Principles

  • We meet learners at their developmental stage rather than by fixed attainment levels. Our non-judgemental approach accepts each learner as they are. Thoughtful assessments ensure they’re placed on the right path—building confidence, nurturing progress, and igniting a new love for learning.

  • We ground our work in trusted theories like Maslow’s Hierarchy of Needs, Nurture Theory, and coaching models that promote a growth mindset. These shape how we support every learner—personally, socially, emotionally, and academically—ensuring our approach is both meaningful and informed by best practice.

  • Trusted adults play a vital role in each learner’s journey—offering emotional support, modelling positive behaviour, and fostering a sense of responsibility. Our team blends adaptive teaching, coaching, and pastoral care to build trust and sustained engagement.

    We use scaffolding to lay strong foundations: support is high at first, then gradually withdrawn as confidence grows - enabling learners to reach new levels of independence and self-belief.

  • Language allows us to share our thoughts, exchange ideas, and truly understand one another. It bridges cultures and experiences, helping us collaborate, learn, and build meaningful relationships. We recognise the diversity of how people communicate, especially those who are neurodiverse, and are dedicated to supporting everyone’s unique way of expressing themselves while being mindful of how our words affect others.

  • Resilience gives young people vital life skills to cope with challenges and adversity—whether unexpected changes, transitions, or emotional triggers. We support their growth through emotional literacy and mindfulness, guiding them to understand and manage their thoughts and feelings while reframing experiences of adversity, conflict, and trauma.

Our Evidence-Based Approach

At Rebel, our services are rooted in evidence-based approaches that promote emotional wellbeing, engagement, and meaningful change. Our framework is shaped by leading psychological and educational theories, allowing us to deliver personalised, therapeutic support that meets the unique needs of every learner.

Grounded in attachment theory and neuroscience, we focus on building safe, trusting relationships that support healthy emotional and social development.

We help young people identify and reframe unhelpful thoughts, develop coping strategies, and strengthen their emotional regulation.

We ensure each learner’s basic needs are met — providing a secure foundation for motivation, self-esteem, and growth.

 

🌈 PACE (Playfulness, Acceptance, Curiosity, Empathy)
This trauma-informed model underpins our daily practice, fostering connection, safety, and trust through respectful, attuned relationships.

 

🎯 Solution-Focused Coaching & Motivational Interviewing
Using OARS (Open-ended questions, Affirmations, Reflective listening, and Summarising), we guide young people to develop self-awareness, explore their readiness for change, and take confident steps toward their goals.

✨ Who we work with

We work with:

  • Learners who have been permanently excluded from school

  • Learners with medical or mental health needs that affect their ability to access mainstream education

  • Learners at risk of exclusion, on fixed-term exclusions, or who have been directed to off-site provision due to behavioural or emotional challenges

  • Learners with an Education, Health and Care Plan (EHCP) or identified SEND needs who require targeted support to transition to a more settled educational setting

  • Learners who are unable to manage a full-time curriculum, at risk of missing education, or who are marginalised from mainstream education due to behavioural or other challenges

  • Learners who have recently moved into the area and are currently without a school place

  • Learners who are known to Youth Offending Services

  • Looked After Children who need tailored, nurturing provision

  • Learners who are being directed to Alternative Provision by their school, where there is a local authority and school agreement in place under the Swindon framework

 👟 step-Down Approach

An example of a typical pathway for a student who has been out of any educational setting for over 12 months:

  • Initial Virtual Support: Start with virtual sessions in the family home, providing additional support due to any risks or vulnerabilities.

  • Face-to-Face Home Support: Move to in-person sessions at home if required, with added support to address specific needs.

  • Community Integration: Transition into community-based activities with appropriate support. 

  • Induction to Rebel Training Hubs: Begin an induction into the Rebel Training Alternative Hub, Impact Hub, or Wellbeing Hub.

  • Flexible Intervention: Engage in a personalised intervention plan - short, medium, or long-term - combining 1:1, 1:2, and small-group learning sessions.

  • Part-Time Mainstream Reintegration: Step back into mainstream or special school or college with part-time hours, and continuing support from Rebel Training Group.

  • Ongoing Alumni Support: Continue in mainstream or special school or college with ongoing access to support through our Aspirations Alumni programme.

  • Full-Time Reintegration: Reintegration into mainstream or special school, college, or employment, with additional transition support if needed.

Each step is tailored to ensure that students reconnect with education and build the resilience and independence needed for lasting success.
